Manufactured Homes for Rochester, NH Winters: What to Check background

Manufactured Homes for Rochester, NH Winters: What to Check

Buying a manufactured home in Rochester, Dover or Concord, NH? What HUD roof load and thermal zones, the data plate and NH install rules mean for winter.

10/13/2026

If you are shopping for a manufactured home in Rochester, Dover, Somersworth, Farmington, Laconia, Concord or just over the line in southern Maine, winter is not a side issue. It shapes how the home is built, how it is set on your lot, and what it costs to heat. Here is a plain guide to what to look for, from the team at Northern Mobile Homes on Farmington Road in Rochester, with the actual federal and New Hampshire rules linked so you can read them yourself.

Start with the roof load zone

Every HUD-code manufactured home is built for a roof load zone, and snow is the reason. Under the federal standard, 24 CFR 3280.305, there are three zones: South (20 pounds per square foot), Middle (30 psf) and North (40 psf).

The regulation places every county in New Hampshire in the Middle zone, so a home sited anywhere from Rochester to Laconia to Concord has to be designed for at least a 30 psf roof load. Southern Maine is similar: York and Cumberland counties are listed in the Middle zone too. Some counties farther north and east in Maine are in the North zone, so if your land is up there, ask us before you pick a floor plan.

New Hampshire's own installation rules back this up. They say the home must be designed for the wind, snow roof load and climate conditions shown on its data plate, and it cannot be installed in a higher roof load zone than it was designed for. In practice, the zone on the data plate has to match or exceed the zone where your land sits.

Look at the thermal zone and the heat certificate

The second number to check is the thermal (Uo) zone. 24 CFR 3280.506 sets a maximum rate of heat loss for each of three zones, and Zone 3, the coldest, has the tightest limit. Homes designed for Zone 3 must come from the factory with storm windows or insulating glass.

You do not have to guess which zone a particular home was built for. Federal rules require the manufacturer to permanently attach a heating certificate inside every home. It states the zone the home's heat loss complies with and the lowest outdoor temperature at which the installed heating equipment can keep the home at 70°F. When you tour a home, ask to see that certificate and the data plate. We are happy to go through them with you and talk through how they fit your address.

Foundations, footings and frost

New England frost is hard on anything set on the ground, so the installation matters as much as the home. In New Hampshire, installation is overseen by the Manufactured Housing Installation Standards Board under state law (RSA 205-D). That law says no one may install a manufactured home in the state without a license from the board. The board also runs a dispute resolution program for installation defects reported within one year of installation.

The board's installation standards (Inst 700) give installers three ways to design the support system: the manufacturer's installation instructions, a design by a New Hampshire licensed engineer or architect, or the board's own standards. A few points from those rules that are worth knowing as a buyer:

  • Footings must sit on undisturbed soil or compacted fill. The rules allow either a monolithic concrete pad built to their specifications or a below-frost footing designed by a New Hampshire licensed professional engineer.
  • Water must not collect under the house, the ground should slope away from it, and homes may not be placed in seasonal drainage swales. A moisture barrier is required under skirted homes.
  • After blocking and leveling, the home must be anchored, with the number and spacing of anchors following the manufacturer's instructions.

The rules do not set a single frost depth for every site, and soil, slope and local requirements vary from Farmington to Concord. Your town's building department and a licensed installer are the people to confirm what your lot needs. If your land is in Maine, the New Hampshire rules above do not apply there, so check with the local code office.

For any home, ask us for its data plate zones and heating certificate so you can compare them side by side.

A simple winter checklist

Before you choose, confirm three things: the home's roof load zone is right for your county, its thermal zone and heating certificate fit the winters where you live, and a licensed New Hampshire installer has a support and footing plan for your actual site. Get those right and the rest is picking the floor plan you love.
